Persona 3 Mobile Student Council (Hidetoshi Odagiri) Emperor Social Link Guide
You can find him in the Gekkokan student council room during the day on Mondays, Wednesdays, Fridays, and Saturdays. Unlike Persona 4 and 5, the protagonist does not gain any additional skills during combat, although maxing out his social his link will give him cheap his lighter, which allows for Odin fusions.

If you choose to play as the male protagonist, you can start social linking on May 6th. Players must join the student council to initiate social linking. This is done automatically by the game.
