Six months into its existence, Georgia’s gang prosecution unit has sought and secured 50 indictments, 11 of which were indicted in Athens, state attorney general Chris Carr said. That was the case of 26-year-old Jeffrey Rice, who was accused of being involved in a shooting last October. Since its creation on July 1, 2022, the Attorney General’s Gang Prosecution Division has prosecuted 50 alleged gang members statewide, including 11 in Clark County.

The Attorney General’s Gang Prosecution Division presented evidence to the Clark County Grand Jury, and Rice was indicted on January 10, 2023*.
Specifically, the defendants were charged with:
- 4 street gang anti-terrorism law violations
- 2 felony murders
- 2 counts of aggravated attacks
- 1 count of bad battery
- 3 counts of possession of a firearm by a convicted felon during a crime
- 1 count for possession of a firearm by a convicted felon
- 1 count for possessing a firearm while on a felony mission
- 1 count for 1st degree property damage
- Driving 1 count while license is suspended

About the Attorney General’s Gang Prosecution Unit
Last year, with the support of Gov. Brian Kemp and members of Congress, Attorney General Chris Carr established Georgia’s first statewide gang prosecution unit. This new unit officially began historic work on July 1, 2022.
The creation of the unit was made possible by HB 1134, a law giving the Attorney General’s Office concurrent jurisdiction to prosecute criminal gang activity statewide. Georgia’s fiscal 2023 budget also includes her $1.3 million to establish a new gang prosecution unit.
In total, the new unit has obtained 14 indictments charging 50 defendants statewide. This includes eight indictments of her for being members of the Clark County Red Tape Gang.
The Gang Prosecution Unit is housed in the Attorney General’s Prosecution Division, which also includes Carr’s Trafficking in Persons Unit and his Public Integrity and White Collar Crimes Unit.
